Default How to only allow orders shipped within USA

I am sorry if this is an obvious question, I just seem to be having quite the difficult day figuring this out!

I am only able to ship within USA. How do I set my store up to only allow those orders to be processed? I had a customer from Australia who placed multiple orders today, and it charged her $0.00 for shipping because I do not have shipping rates set up for other countries. I would just like to make it possible for the orders to not go through at all.

Default Options

Admin>Store Settings>Payment Pref>Require customer's country to match store country

Email the customer. Apologize for the (computer) error. Cancel the order.

This has been selected the entire time! Since it was selected it I thought that I was to do something else as well. I also went through to do a mock order, and it is allowing me to place an order for another country still saying standard shipping is $0.00.

I almost forgot to tell you thank you very much for your answer!

Default Payments

If you are using PayPal for payments, go into the PayPal site & check your payment settings there.
